The 2017 Tenure Conference is organized by the Kementerian Lingkungan Hidup & Kehutanan (KLHK), [Ministry of Environment & Forestry] and the Kantor Staf Presiden (KSP) [Office of the Presidential Staff] and the Koalisi Masyarakat Sipil untuk Keadilan Tenurial [Civil Society Coalition for Tenure Justice] (Proponent) as part of working towards achieving the ideals of equitable development.
​The Conference seeks to ensure the rights to land tenure, and the reform process in order for local communities and Indigenous Peoples to attain sustainable forest governance/management in Indonesia, which has been proven time and time again to be one of the most effective mechanisms to close the development gap (especially in rural areas), and simultaneously will fundamental in the realization of the goals of Joko Widodo's Government as declared in the program of "Nawa Cita". Forest tenure, land and natural resources governance are the main components in providing opportunities for marginalized groups to gain access to the means of production (cultivation, capital and labor, and knowledge), which, in turn opens new economic opportunities for communities based on the principles of justice and sustainability towards equitable development.
The 2017 Tenure Conference aims are to review and revise the ‘Tenurial Road Map' that was developed as a result of the Lombok Conference in 2011, during the previous administration.
This conference will highlight three main concepts: the expansion of community governance/management areas; conflict resolution; and determination of forest areas. The Conference also aims to enhance collaboration and mutual sharing of data towards achieving government targets through data aggregation, case studies and information on agrarian reform and social forestry, enhancing the knowledge of practitioners and decision makers in supporting the Ministry of Environment and Forestry and Local Governments in the face of opportunities and challenges to promote community forest management, and resolve conflicts by clarifying the boundaries of forests, private/non-State lands, and State lands.
The Conference aspires to have a general consensus on forest and land tenure reforms and equitable development as a principle result, and to initiative and foster coordination among stakeholders will be produced towards implementation of agrarian reform programs through social forestry as well as legalization and redistribution of land to achieve fair and equitable development. The 2017 Tenure Conference can be seen as a continuation of an earlier international tenurial conference in Lombok, West Nusa Tenggara (2011), as the Indonesian Government and civil society pushed for improved governance in relation to land and forest tenure.
The conference resulted in a growing Tenurial Road Map, which in turn became one of the National Priority Programs as established in Presidential Regulation No. 45 of 2016. In the 2017cTenure Conference there will be 11 panel discussion themes. The substance of each panel is prepared by the reporting parties together with the organizers. The conference will be attended by around 350 participants from inside and outside the country; at least 50 speakers will speak at the 11 panel meetings and 2 plenary sessions. Participants from Indonesia include officials from national and local government agencies, civil society organizations, local community leaders, policy development institutions in Asian countries, research institutes, universities, businesses and other development institutions.
