Encouraging Consolidation of Regional Regulation on the Recognition and Protection of the Indigenous People of Enggano

With the existence of regulation UU No.6 / 2014 and Regulation Permendagri No 52/2014, there needs to be an active effort to encourage the recognition and protection of indigenous peoples' rights, by building a new understanding of the meaning of recognition and respect for the rights of indigenous peoples, which is already set up in the Government Policy. The communities, that are still really portraying the traditional customs and culture, as well as maintaining an indigenous law, are very concerned with keeping their existence as indigenous peoples during development. The village Act could be implemented well if the indigenous people really understand what their sovereignty is in maintaining their existence as indigenous peoples.

Indigenous people need to propose an agenda and important recommendations to undertake action in synergy with local actions that have already run. Village Law could well be implemented if the indigenous people really understand what their sovereignty is in maintaining their existence as indigenous peoples.

The indigenous people of Enggano with five communities inhabit the small islands in the North Bengkulu regency . The implementation of village Law No. 6/2014 is very important to them. Several articles in this Act are connected to the points of agenda for accelerating the recognition of the rights of indigenous peoples. For that to happen, on 5 February 2015, AMAN of Bengkulu region conducted village meetings to socialize and discuss the Law with all indigenous communities of the Enggano villages. Aman of Bengkulu is an indigenous people organization that encourages recognition of the state for the existence of indigenous peoples in Bengkulu.

A meeting with indigenous leaders and villages in the region of Enggano, the Kaitora Tribe, was held in the following territory: Village Meok, Enggano sub-district, North Bengkulu. Presenting the Director of Legal Aid Indigenous Bengkulu, Fitriansyah SH, MH and Chairman of the Executive Committee of the Regional AMAN Enggano, Rafli Zein Kaitora.

Chieftain Kaharubi, Suwaidi, attended this meeting together with the following persons: coordinator of the tribe, Harun Kaarubi, chieftain Kaitora, Rafli Zein, head of Meok village, the village head Apoho, indigenous youth and representatives of other indigenous peoples Enggano.

In this meeting it was agreed upon to have a follow-up meeting in an indegenous style to discuss the traditional regulations of Enggano.. The socialization Act and the follow-up village's traditional meeting is also aimed at consolidating with the indigenous peoples of Enggano about the encouragement of local regulations concerning the recognition and protection of the indigenous peoples of Enggano.

Meeting on February 9, 2015 discuss the revision indigenous regulations of Enggano, was held in the village Apoho and led by Pa'Buki (coordinator chiefs) Harun Kaarubi. Chieftain Enggano and representatives of the indigenous youth had joined the meeting.

In this meeting the plans related to the revision of traditional regulations of Enggano were discussed and made final. The plans included natural resource management, livestock (cattle and buffalo in the indigenous forest Enggano which is fully owned by the indigenous people of Enggano), and lastly indigenous protected species and marine management.
