Biography

Ian is a highly respected humanitarian and development professional with over two decades of experience working across Asia, the Pacific, and Africa. Currently serving as the Senior Local Humanitarian Leadership and Disaster Risk Reduction (DRR) Advisor for Oxfam America, she provides strategic technical support on resilience and climate adaptation programming in both middle-income and least developed countries with high levels of poverty. Ian has a solid track record in managing multi-country programs on DRR and humanitarian response and has worked extensively in rural, urban, and conflict-affected contexts. She is known for her ability to link global climate policy discourse to practical, community-driven actions on the ground.

Previously, Ian served as the Regional Resilience Lead for Oxfam GB in Asia and was the founder and lead convenor of the Asia Resilience Hub—a regional platform that fostered collaboration, learning, and a common approach to resilience programming. Her leadership extended to various high-impact roles, including as a Community Resilience Specialist and Project Team Leader for an ASEAN technical assistance project supported by the Asian Development Bank, Deputy Regional Programme Manager for the AADMER Partnership Group, and fundraising adviser for grassroots NGOs with VSO in South Africa. Her professional journey also includes work with the Development Academy of the Philippines in public management and governance.
